Financial Management Assistant
Duties:
As Financial Management Assistant, employee will be responsible for overseeing the management of the treasury function and assisting the AVP/Comptroller with duties such as the rate design of the Utility and development of the capital and operating budget for the Utility.
Reporting directly to the AVP Financial Services/Comptroller, the employee will be responsible for but not limited to:
Overseeing the management of the treasury function of the Utility concerning receipt, custody, investment, and disbursement of corporate funds as well as borrowings and capitalization of the Utility.
• Acting as a liaison between Dalton Utilities and third party money manager.
• Monitoring of all daily cash balances to ensure working capital liquidity.
• Overseeing investments of utility investment portfolio by a third party to ensure compliance with the utility investment policy.
• Maintaining relationships with bond rating agencies and institutional bond holders.
• Monitoring and forecasting long-term cash requirements of the utility to determine borrowing requirements.
o Coordinate and execute any bond underwriting activity, if required.
Reviewing projected cash forecasts of income and expenditures on a daily, weekly, monthly and annual basis.
Assisting with the development of the rate design function of the utility to ensure market competitive rates and recovery of economic costs to provide service.
Ensuring that all accounting for treasury functions are in compliance with generally accepted accounting principles and established GASB/FASB standards.
Assisting the AVP/Comptroller in coordinating company capital and operating budget for all five sectors. This includes both the annual and five-year forecast.
Auditing and reconciling all bond reserve accounts with the Bond Trustee as required.
Assisting in preparing year end journal entries for fiscal year closing including but not limited to accruals, depreciation adjustments and other entries.
Assisting in preparing the annual Financial Services budget to be approved by the VP of
Finance.
Communicating and interacting with a variety of persons in the performance of the job to include the VP of Finance, AVP Finance/Comptroller and other department heads, subordinates, various agencies, auditors, data processing, financial institutions, etc.
Assisting the AVP Financial Services/Comptroller in other functions.
Performing other related duties as required.
Required Skills:
Four year degree in business with an emphasis on finance or accounting.
8 a.m. - 5 p.m. Monday - Friday
Pay Range: Commiserate with experience.
